Effective three language policy would be to assign one more language in addition to the existing state languages, e.g. Kannada could be assigned to Gujarat, Tamil to UP, Konkani to Maharashtra and so on. This could be an effective three language policy. Then nobody should feel the imposition of Hindi over regional languages. In fact, Hindi should not be imposed over the south. More prominence should be given to the regional languages of the North such as Punjabi and Bengali. At the end of the day, what one learns is the essence of Indic language Base.
